What should a photo storage solution actually do?
Three things, in this order: keep the originals intact, let you find a picture without downloading the whole library first, and price the space you actually use. Plenty of tools do the first. Far fewer do the second without re-encoding your files, and almost none do the third — most ladders jump from 200 GB straight to 2 TB, so a 400 GB library pays the 2 TB rate.
What does photo storage cost per gigabyte?
On StorageBites it works out at roughly one cent per gigabyte per month at every tier, because the ladder runs in even steps from 100 GB to 1 TB. Is an external hard drive a good photo storage solution?
It is the cheapest per gigabyte and the least safe. A drive on your desk is one drop, one theft, one failed controller or one house fire from being neither cheap nor storage, and drives fail without warning after a few years. The honest answer is that a drive is a fine second copy and a poor only copy — keep the drive, and put a copy somewhere that isn't in the same room.
